E-Green Voucher Scheme

About

HKQAA has developed an incentive programme namely “E-Green Voucher Scheme”. The e-Green vouchers can not only provide incentive for event organisers to implement green measures in events, but also incentivise green event facilitators to start developing their own business models in green event management by providing support services to events.

Objectives

To encourage the event organisers to proactively engage in waste reduction and recycling (for sake of preparing for the upcoming municipal solid waste charging)
To empower the green event facilitators with capabilities on supporting green events
To provide the event organisers with financial support to subsidise the costs on running waste reduction and recycling measures for event held over the territory.

Eligibility

A Green Event Organiser	A Green Event	A Green Event Facilitator
Has valid Hong Kong Business Registration/ Certificate of Incorporation/ equivalent document Is a member of Green Event Alliance Commits to reduce reducing waste generated by events and to follow the 4R principles to practice resourcefulness	Involves at least 300 participants Event categories: Sports events Carnivals, Cultural / Festive events Catering events Exhibitions, commercial events and others Any events received/ will receive any financial support from other funding source(s) would not be subsidized under e-Green Voucher Scheme.	Is a member of Green Event Alliance Appointed by the event organiser Commits to reduce reducing waste generated by events and to follow the 4R principles to practice resourcefulness

Provision of food waste collection service

Water Refiling Station

Setting-up of water refilling station(s) and provision of drinking water (except bottled water) together with pumps, spigots and/or stands

Carboy Water

Provision of carboy water

Reusable Cups

Lending services on reusable cups

Tableware Rental

Lending services on tableware

Green Ambassadors (Water refilling station/ Tableware rental service)

Operate Water refilling station/ tableware rental service
Raise environmental awareness of the event to participants through promotional & educational activities

*Transportation (D5) and production fee for standardised promotional materials (E1) will be covered under the voucher scheme.

*HKQAA will subsidise the actual contract amount.

*The subsidy amount of e-Green voucher for any green event can up to $100,000.

Stages of e-Green Voucher Scheme

Green Event Organiser

Application

To register on Green Event Alliance Platform
To upload Hong Kong Business Registration/ Certificate of Incorporation/ equivalent document
To create application for the event on the Platform to apply to the E-Green Voucher Scheme

Matching

Determine the essential requirements for the services/ products needed and send quotation invitations to at least 2 green event facilitators.

(The e-Green voucher will subsidy the actual contract amount. If the contract amount is larger than the e-Green voucher amount, the event organiser shall settle the balance.)

Appoint

To conduct evaluation* and appoint the Green Event Facilitator(s) on the Platform
To upload signed quotation / service agreement

On-site Coaching

During the event, the green event organiser coordinates with the technical team of HKQAA to conduct on-site coaching for validating the implementation of the waste reduction and recycling measures of the event.

Submission

To review and confirm the post-even information submitted by the facilitator
To send E-Green voucher(s) to facilitator(s) after the reallocation of voucher amount

Redemption

To redeem the voucher at HKQAA office
To confirm the redemption on the Platform

Green Event Facilitator

To register on Green Event Alliance Platform
To upload Hong Kong Business Registration/ Certificate of Incorporation/ equivalent document
To specify the services / products that can be provided for green events

To review the quotation invitation on the Platform
To submit contract amount, payment term and quotation document

To upload the post event data and information accordingly to the service(s) they provide

To redeem the voucher at HKQAA office
To confirm the redemption on the Platform

Remarks:

The submitted application will be vetted and the applicant will receive the result within 7 working days.
Green events that apply for the e-Green Voucher Scheme will automatically participate the "Hong Kong Outstanding Green Event Award”.
The event shall be completed within 1 year since the approval date of the application
The applicant must adhere to the following procedures:
- If the voucher amount of the green event exceeds HK$50,000, the applicant shall invite at least three green event facilitators for e-quotation.
- Otherwise, the applicant shall invite at least two green event facilitators for e-quotations.
The applicant can only have two applications at the same time; new application will only be approved after one of the events completed the E-Green Voucher Procedures.
Three green events will be subsidised for each applicant.
The standardised promotional materials shall be used in the event according to the item(s) (e.g. signage of recycling facilities, badge of green ambassador etc.) selected under the Scheme.
If another role of the applicant is Green Event Facilitator of the item(s), the applicant is not eligible to receive e-Green Voucher for that item/those items.
The vouchers will only be issued to the Green Event Facilitators appointed via the Platform by the applicant after completion of entire quotation process via Platform.
No advance of voucher amount which is yet to be issued is allowed, and it cannot be transferred to or shared with others.
The unspent voucher amount cannot be carried forward and accumulated by the applicant.
